【摘要】:1.1Thispracticecoverstheminimumelementsfortheaccuratelocationanddescriptionofdatafordefiningacoalsurfaceminingpermitboundary.1.1.1ThispracticeaddressescoalmininggeospatialdatarelativetotheSurfaceMiningControlandReclamationActof1977(SMCRA).Thisgeospatialdatashallbeobtainedfromeachstateorfederal,orboth,coalminingRegulatoryAuthority(RA)authorizedunderSMCRAtoregulatecoalsurfaceminingoperations(CSMO).EachRAshallbetheauthoritativedatasource(ADS)forcoalmininggeospatialdata.1.1.2Asusedinthispractice,acoalsurfaceminingboundaryrepresentsanareawherecoalremovalandreclamationhasoccurredorisoccurringwithinadefinedCSMO.1.2ThispracticeislimitedtocoalsurfaceminingoperationsafterpassageofSMCRA.1.3Thispracticedoesnotaddresspre-SMCRAmining,permitbondreleases,andpermitbondforfeituresofCSMOs.1.4Thisstandarddoesnotpurporttoaddressallofthesafetyconcerns,ifany,associatedwithitsuse.Itistheresponsibilityoftheuserofthisstandardtoestablishappropriatesafetyandhealthpracticesanddeterminetheapplicabilityofregulatorylimitationspriortouse.1.5Thispracticeoffersasetofinstructionsforperformingoneormorespecificoperations.Thisdocumentcannotreplaceeducationorexperienceandshouldbeusedinconjunctionwithprofessionaljudgment.Notallaspectsofthispracticemaybeapplicableinallcircumstances.ThisASTMstandardisnotintendedtorepresentorreplacethestandardofcarebywhichtheadequacyofagivenprofessionalservicemustbejudged,norshouldthisdocumentbeappliedwithoutconsiderationofaprojectsmanyuniqueaspects.Theword"Standard"inthetitleofthisdocumentmeansonlythatthedocumenthasbeenapprovedthroughtheASTMconsensusprocess.
